The Capacity Building Institute is co-sponsored by the IDEA Partnership at NASDSE's Community of Practice on Transition, the National Dropout Prevention Center for Students with Disabilities, the National Post-School Outcomes Center, and the National Secondary Transition Technical Assistance Center. The Institute will begin at 8:30 AM on Tuesday, May 8 and end at 4 PM on Thursday, May 10, 2012. The IDEA Partnership's Community of Practice on Transition will again host its annual meeting from Sunday, May 6th through Monday, May 7th. TATRA will again host its annual meeting at the same location on Monday, May 7th.
 
The purpose of the Capacity Building Institute is to provide interdisciplinary State teams with
  1. content knowledge on enhancing effective secondary transition programs, which includes school completion, dropout prevention and re-entry, and intervention and implementation strategies to improve students’ post-school outcomes (college and career) through work with content resources from national centers, research institutions, and other states
  2. knowledge of strategies for data collection, reporting, and use across SPP/APR Part B  Indicators 1, 2, 13, and 14, as well as other critical data for program improvement
  3. a process for continuous improvement to build the capacity of systems that prepare students for success in college and careers
  4. opportunities to problem-solve with content resources and other State teams around issues that are encouraging or impeding progress to build capacity that will improve student outcomes
  5. opportunities to problem solve and collaborate on results work with OSEP and TA providers in the areas of dropout prevention and re-entry, secondary transition, and post-school outcomes
 
The Institute will continue to provide professional development on four capacity building strategies: (a) data-based decision making, (b) professional development, (c) policy analysis and change, and (d) technical assistance that may assist States as they implement and scale-up evidence-based interventions to improve school-completion, re-entry of students who dropout, and other secondary transition education and services in preparation for college and career success, resulting in better post-school outcomes. Content will be organized within a research-based framework for secondary transition interventions: the Taxonomy for Transition Programming (Kohler, 1996). This framework allows State teams to consider interventions for implementation and scale-up in the areas of (a) student-focused planning (student involvement in educational programming), (b) student development (academic, employment, and functional skill development), (c) interagency collaboration (systems and collaborative activities), (d) family involvement (family engagement and empowerment), and (e) program structures (policies, procedures, resources regarding secondary transition curricula and services, including college and career ready or P-16/20 initiatives).
